Then, should I seek others besides Lord Allah as a judge while He is the One Who has sent down into you the Detailed Book? And those to whom We have given the Book know that indeed It has been sent down from your Lord with Truth, so you should not be among the doubters.
Believers are those who by testifying Adhikr which is the Best Interpretation of the Lord's Book mentioned in verse 25: 33 will judge in their individual, family, and social life with It. It is told in verse 16: 64 that Lord has not sent the Book down to Messenger except for that he may clear them what they are differing in it, and as a Guidance and Mercy for the people who believed. Adhikr sent down to Messenger Muhammad contains all 312 previous Books and their Upright Explanations as explained in verse 16: 44.
The Arabic Quran reading Fujjar who read these verses are hiding and rejecting Adhikr. So they will be dragged prone on their faces into Hell, they are in the worst place and are the most strayed as explained in verses 25: 33-34. See explanation 2: 147-148; 5: 49-50 and 10: 57-58.
